Chủ tịch Cục Dự trữ Liên bang (Fed), Jerome Powell, tuyên bố trước Thượng viện Mỹ rằng cơ quan này sẽ không phát hành tiền tệ kỹ thuật số của ngân hàng trung ương (CBDC) trong nhiệm kỳ của ông.
Phát biểu tại phiên điều trần của Ủy ban Ngân hàng Thượng viện ngày 11/2, Powell khẳng định với Thượng nghị sĩ Ohio Bernie Moreno rằng Fed sẽ không phát hành CBDC khi ông còn giữ chức vụ. Nhiệm kỳ của Powell dự kiến kết thúc vào tháng 5/2026.
Phiên điều trần, tập trung vào báo cáo chính sách tiền tệ bán niên của Fed, cũng đề cập đến việc cơ quan này sẽ “xem xét lại” các chính sách về việc hạn chế dịch vụ ngân hàng đối với các công ty tiền điện tử. Đây là phản hồi của Powell trước chất vấn của các Thượng nghị sĩ Tim Scott và Cynthia Lummis, sau cuộc họp ngày 5/2 về cáo buộc một số cơ quan chính phủ đã gây áp lực lên các tổ chức tài chính, buộc họ phải ngừng cung cấp dịch vụ cho các doanh nghiệp tiền điện tử.
Đáng chú ý, đây là lần đầu tiên Powell đưa ra cam kết rõ ràng rằng Fed sẽ không phát hành CBDC trong nhiệm kỳ của mình. Trước đó, trong phiên điều trần tháng 3/2024, dưới sự kiểm soát của Đảng Dân chủ tại Thượng viện, Powell chỉ cho biết Mỹ “chưa đủ điều kiện để khuyến nghị, chưa nói đến việc áp dụng CBDC dưới bất kỳ hình thức nào.”

Chính sách tiền điện tử dưới chính quyền Đảng Cộng hòa
Đảng Cộng hòa, hiện nắm quyền kiểm soát Hạ viện, Thượng viện và Nhà Trắng, đã ưu tiên ngăn chặn việc phát hành đồng đô la kỹ thuật số (CBDC). Tổng thống Donald Trump ký sắc lệnh vào ngày 23/1, cấm “thành lập, phát hành, lưu hành và sử dụng” đồng đô la số. Tuy nhiên, nhiều chuyên gia pháp lý đã đặt câu hỏi về thẩm quyền của sắc lệnh này.
Dự luật chống CBDC do Hạ nghị sĩ Tom Emmer đề xuất đã được Hạ viện thông qua vào tháng 5/2024, với sự phân chia rõ rệt theo đảng phái. Dự luật hiện đang chờ Ủy ban Ngân hàng Thượng viện xem xét, nhưng vẫn chưa rõ liệu Thượng viện có đưa ra bỏ phiếu trong kỳ họp thứ 119 của Quốc hội hay không.
